Announcement on Admission to the Postgraduate Education Institute
The Center for Research of Problems in Privatization
and State Assets Management State Assets Management Agency of the Republic of Uzbekistan announces admission (for a three-year period) to the Postgraduate Education Institute in the form of independent research (PhD and DSc) in the following fields of economic sciences:
08.00.07 – Finance, Money Circulation, and Credit and 08.00.13 – Management.
Applicants for independent research programs must register through the Unified Electronic System for Coordination of Postgraduate Education (http://daraja.ilmiy.uz), prepare all required documents in PDF format, and submit them in the prescribed manner to the Center for Research of Problems in Privatization
and State Assets Management State Assets Management Agency of the Republic of Uzbekistan from October 15 to November 15, 2025.

Cooperation established and agreements signed with European research institutions
Deputy Director of the Center and Project Manager of the World Bank Project “Strategic and Institutional Modernization of the UzSAMA Research Center towards Enhancing Capabilities and Improving Performance of Research Activity (SAMARA)” Z.A. Ashurov paid a working visit to Germany from September 27 to October 9, 2025.
The purpose of the visit was to conduct negotiations, discuss prospects for cooperation and areas of collaboration, and sign Cooperation Agreements with European research institutions in related fields.
During the visit, Z.A.Ashurov held meetings and negotiations on cooperation with the following representatives:
· The officer responsible for CIS countries at the German Research Foundation “Deutsche Forschungsgemeinschaft (DFG)” in Berlin — discussions focused on opportunities for applying for international funding and research grants;
· German Economic Team representatives in Berlin — Project Manager for Uzbekistan Mr. Woldemar Walter, Project Manager for Georgia Mr. Sebastian Staske, and Consultant Mr. Jost de Jager — the organization is financed by the German Ministry of Finance. As a result of the meeting, a bilateral Cooperation Agreement was signed;
· Rector of the Bremerhaven University of Applied Sciences Prof. Alexis Papathanassis and Dean of the Faculty of Management and Information Technology Mr. Gerhard Feldmeier — discussions were held on future bilateral cooperation between the organizations;
· Prof. Mayank Golpelwar of the Bremen University of Applied Sciences — discussions were held on potential future cooperation between the institutions;
· Director of the Institute for East and Southeast European Studies Prof. Ulf Brunnbauer and his Deputy Prof. Arevik Gnutzmann-Mkrtchyan — as a result of the meeting, a bilateral Cooperation Agreement was signed.
The signing of cooperation agreements with European research organizations will allow:
- Strengthening the Center’s scientific authority and reputation on the international stage;
- Consolidating the Center’s position as a key institution in the field of privatization, state asset management, and market institution development studies;
- Promoting the Center’s integration into international research networks and expert platforms;
- Creating conditions for joint publications in high-impact scientific journals, which will positively influence the Center’s ranking both nationally and internationally.
Participation in the International Week of Innovative Ideas INNOWEEK-2025
The Center for Research of Problems in Privatization
and State Assets Management took part in the events of the International Week of Innovative Ideas INNOWEEK-2025, held from October 9 to 11, 2025, at the CAEx exhibition complex.
Within the framework of the INNOWEEK-2025 exhibition, the Center presented its innovative development — the Multiple Listing System (MLS) for Uzbekistan’s real estate market — demonstrating its capabilities and potential for the digital transformation of the real estate sector.
The Center’s participation in INNOWEEK-2025 provided an important opportunity to showcase the results of its scientific and innovative research to a wide audience and to exchange experiences with representatives of the innovation ecosystem of Uzbekistan and other countries.
The presented development — the Multiple Listing System (MLS) — was highly appreciated by visitors and experts of the exhibition, who noted its relevance, innovative approach, and significance for the development of the real estate market.
Republican Scientific and Practical Conference “Prospects for Reform and Sustainable Development of the National Economy”
On October 10, 2010, the Republican Scientific and Practical Conference titled “Prospects for Reform and Sustainable Development of the National Economy” was held at the Research Center “Scientific Foundations and Problems of Economic Development of Uzbekistan” under Tashkent State University of Economics.
At the conference, Dr. I.L. Butikov, Doctor of Economics, Professor, and Director of the Research Center of the Agency for Management of State Assets, delivered a scientific report on the topic “The Securities Market in the System of Economic Categories.”
The conference was attended by representatives of leading higher education institutions and research organizations of the country, as well as prominent scholars of Uzbekistan, including Doctor of Economics, Professor G.K. Abdurakhmanova; Doctor of Economics, Professor B.N. Umurzakov; Doctor of Economics, Professor M.B. Khamidulin; Doctor of Economics, Professor M.S. Kasimov; Doctor of Economics, Professor S.A. Voronin; Doctor of Economics, Professor A.S. Usmanov, and others.
The Republican Stock Exchange “Tashkent” Held an Event Dedicated to Honoring Mentors
On September 30, the Republican Stock Exchange “Tashkent” held an event dedicated to honoring mentors. Among them were the First Chairman of the Stock Exchange, Doctor of Economics and Professor Igor Leonidovich Butikov, the first Chief Broker of the Exchange, Valeriy Dadadzhanovich Juraev, and others.
Certificates of appreciation were presented to the mentors, and a master class on the history of the establishment of the Exchange was organized for the young specialists.
A regular scientific seminar was organized and held at the Center
On September 25, 2025, the Center organized and held a regular scientific seminar within the framework of the Scientific Laboratory for the Analysis and Modeling of the Development of Property and Market Relations.During the seminar, Senior Researcher T.A. Kadyrov presented a report on the topic: “Analysis of the Status of Non-Agricultural Land Privatization and Proposals for Further Activation of this Process”, based on research results for the third quarter of 2025.Junior Researcher B.Sh. Usmanov also delivered a report titled “Problems in Improving the Mechanism of Municipal Property Management and Ways to Address Them”, based on research results for the third quarter of 2025.
International Symposium Organized and Held by the Research Center
On September 19, 2025, the international symposium “Advanced Research in Economics and Business Management” was held at the conference hall of Hilton Tashkent City. The event was organized by the Research Center for Privatization and State Asset Management under the Agency for State Asset Management of the Republic of Uzbekistan. The symposium was conducted within the framework of the World Bank project “Strategic and Institutional Modernization of the UzSAMA Research Center towards Enhancing Capabilities and Improving Performance of Research Activity (SAMARA).”
The symposium brought together over 100 leading scholars, professors, and practitioners from Uzbekistan, Germany, Russia, Kazakhstan, Kyrgyzstan, Turkey, Poland, Azerbaijan, and other countries. Participants discussed cutting-edge research and modern concepts in economic progress, sustainable development, business process transformation, innovation management, and investment strategies.
Particular attention was given to the development of methodologies and analytical tools in contemporary economic research, as well as the role of science in economic modernization. Professor Gerhart Feldmeier highlighted Uzbekistan’s commitment to progress, while international consultant Wolfgang Lukas emphasized the importance of global trade and investment connections.
The symposium will culminate in the publication of a scientific proceedings volume, aimed at fostering economic development and strengthening international scientific cooperation. It served as a vital platform for experience exchange, idea generation, and the formulation of sustainable growth strategies.
The Research Center is among the top ten research institutes in the republic
The Center for Research of Problems in Privatization and State Assets Management took part as a candidate in the nomination "Best Research Institute of the Year" in the competition "Science and Innovation Awards", held annually by the international scientific journal "Science and Innovation" and the information agency "UzReportTV", successfully passed all stages of the competition and entered the top 10 strongest research institutes of the republic out of 80 that applied.
On December 21, 2024, at the Science and Innovation Awards-2024 ceremony at the Scientists' Festival held in the Turkestan Palace of Arts, the Center was recognized as a finalist in the "Best Research Institute of the Year" competition and was awarded a diploma for being among the 10 strongest research institutes in the republic.
